Upgrade network to v8.2.0

Original Proposal Text

If passed, this proposal will upgrade the blockchain to version 8.2.0. # v8.2.0 Upgrade Summary Validators must build with Go 1.26.x. Module migrations: rewards v4→v5 (Denom Rewards parameter defaults) and txfeecollector v2→v3 (empty inbound IBC block list); no store keys added or removed. ## Highlights - **Denom Rewards**: anyone can create a reward that pays any token to the stakers of any token, with scheduled daily payouts and airdrops. - **TokenFactory**: denom branding (name, symbol, logo, links) managed by the denom admin, and renouncing denom admin rights. - **TradeBin**: governance can halt a denom, which makes it unswappable in every pool and route. - **Staking rewards**: a finished staking reward can be removed by anyone once all stakes have exited. - **TxFeeCollector**: `--gas auto` now works with `--gas-prices`, including non-native fee denoms. - **Dependencies**: CometBFT v0.38.26. ## Noble USDC wind-down Circle is retiring USDC on Noble, so from 2027-01-12 the USDC.n vouchers on BeeZee lose their backing. At the upgrade height the chain stops accepting new inbound `uusdc` from Noble (exits stay open) and transfers the protocol-owned USDC.n/BZE liquidity-pool shares held by the burner black hole to the team's admin address `bze1jx4x3kn8mlz2s03zdpf2a38x9gl66llvjqdd55`, so that liquidity can be migrated to Injective-issued USDC (USDC.inj) and locked in the black hole again as a USDC.inj/BZE pool.
