Sunsetting the ampGASH Alliance: first step of the Chihuahua v10 rebuild

## TL;DR This proposal sets the reward weight and the take rate of the ampGASH Alliance to zero. It is the first step of a full rebuild of the Chihuahua chain, and the Alliance module does not come with us to the new stack. If you have ampGASH staked in the Alliance: your tokens are safe, nothing is taken from you, and you can unstake them at any time. After this proposal passes they simply stop earning HUAHUA rewards. ## Why now Chihuahua is still running on Cosmos SDK v0.50. The ecosystem has moved on: SDK v0.54, IBC v11, CosmWasm 3 and CometBFT 0.39 are out, and v0.55 is next. We are preparing the biggest upgrade in the history of the chain to bring everything up to date in one go: - latest Cosmos SDK, IBC and CosmWasm, with better performance and a much lighter codebase - removal of old modules that nobody uses anymore (legacy params, IBC fee middleware, capability, Alliance) - a cleaner and safer fee burn and tokenfactory, with proper test coverage this time - the groundwork for what comes after: validator key rotation, parallel execution, and new features we will share soon There are two reasons to close the Alliance, and either one would be enough. The first is the asset itself. White Whale, the team behind the ecosystem ampGASH comes from, has shut down. ampGASH is no longer developed or supported, and it has been sitting idle in our Alliance for a long time: no Alliance staker has claimed rewards or moved their position in months. Today the chain pays 3% of all staking rewards to an asset that has no project behind it anymore, and that money comes out of the pockets of native HUAHUA stakers. Keeping it is not just useless, it is a risk. The Alliance turns ampGASH into real HUAHUA voting power on our validators, roughly 9.5% of all bonded stake today. An abandoned asset has nobody watching its contracts, its liquidity or the IBC path it travels on. If anything goes wrong on that side, the damage lands on Chihuahua's staking and consensus, and there is no team left on the other end to fix it. The second is the software. The Alliance module is maintained by Terra and it stopped at SDK v0.50. There is no version that works with the new stack, so keeping it would mean freezing Chihuahua in the past. We would rather move forward. ## What changes on chain - ampGASH reward weight: 3% -> 0% - ampGASH take rate: -> 0%, so staked ampGASH is no longer reduced while it waits to be withdrawn - the virtual HUAHUA stake that the Alliance adds to validators is removed at the next rebalance. Validators will see their voting power adjust accordingly; relative positions between validators may change slightly - the 3% of staking rewards that went to Alliance stakers goes back to native HUAHUA stakers Alliance delegations stay in place and can be undelegated normally. Any ampGASH still in the module at the time of the v10 upgrade will be returned to its owner automatically as part of the upgrade. ## What we ask If you stake ampGASH on Chihuahua, please unstake over the coming weeks. If you are a validator, get ready: the upgrade plan and the testnet schedule will follow in a separate proposal. Thanks to everyone who staked ampGASH with us over the past two years. The Alliance made sense when it started; with White Whale gone, it no longer does. Woof.
