L1 Community Liquidity on Uniswap (Base)

Summary Following extended community discussion, this proposal authorizes the allocation of 2,000,000 L1 from the community pool to community-provided concentrated liquidity on Uniswap (Base). The purpose is to make L1 accessible to the broader EVM ecosystem, onboarding new users and builders and enabling cross-chain economic activity. This is not a token sale, offering, or fundraising event; it is the provision of network-owned liquidity for a functional asset, retained under community control.
