The osmosis-1 light client 07-tendermint-1 on gnodi expired on ~2026-09-29 because no relayer updated it within its 9.33-day trusting period after the chain halt and resumption. This blocks all incoming traffic from osmosis and prevents timeouts for packets sent 21-23 September from being proven, locking those escrowed funds. This proposal replaces 07-tendermint-1 with the fresh substitute 07-tendermint-7 via MsgRecoverClient. Both clients match on chain_id (osmosis-1), trust_level (2/3), max_clock_drift (40s), unbonding_period (14d), and upgrade_path. After this passes, a relayer will flush the stuck packet backlog: timeouts for seqs 123-130, acks for 131-140, and delivery for osmo->gnodi seqs 31-32
