Approve devshard v5 and bounty payouts

Approve DevShard v5 and contributor bounty payouts This proposal adds DevShard v5 to the approved list of devshard versions and distributes 91,300 USDT from the community-sale contract to contributors. Release was tested with core testteam and external testlab. DevShard v5 is the next protocol version after the v4 line. Its main protocol addition is height-sync, which gives DevShard sessions a signed, replayable view of mainnet height and establishes protocol-level logical time for future cPoC, timeout, dispute mechanisms and protocol-level QoS. The release also includes high-availability improvements, warm cutover and session recovery, Gateway updates, validation and settlement fixes, security hardening, observability improvements and expanded end-to-end testing. The bounty recipients are Gonka core-contributors who have been actively involved across multiple development cycles and releases: @akup / @a-kuprin — contributing since v0.2.6, and extensively across DevShard v3, v4 and v5. @qdanik — active since v0.2.11, including v0.2.14/v0.2.15 and DevShard/Gateway work. @Ryanchen911 — active since the v0.2.12 cycle, with contributions across chain, security and DevShard-related releases. @aikuznetsov — active through the DevShard v4 / v0.2.15 cycle, primarily on testing and protocol reliability. @snevolin — active since the DevShard v4 / v0.2.15 cycle, focused on high availability, routing and safe runtime upgrades. @shd — contributed to DevShard v4/v5 protocol review and formalization, including the height-sync design. @redstartechno — active since the v0.2.15 development cycle, contributing reliability and DevShard fixes.
