Increase the signed blocks window from 100 to 2000 blocks and raise the minimum signing requirement from 50% to 95%. This provides better tolerance for short infrastructure or network interruptions while maintaining a high validator availability requirement. The downtime jail duration and slashing fractions remain unchanged.
