# **Summary** This proposal schedules Neutron upgrade **`v11.3.0`**. It is **part 2** of the recent private CosmWasm security disclosure and fully patches the remaining vulnerability. - This expedited proposal has a voting period of **THREE DAYS**. - If the proposal passes, validators will be required to update the Neutron binary at upgrade height **`61578000`**, expected around **Thursday, 17 September 2026, 17:00 CEST (15:00 UTC)**. # **Release Details** - Due to the sensitive nature of this patch, **there will be no GitHub release before the upgrade**. - **Only prebuilt binaries** will be available until the private disclosure period ends and all affected chains have been patched. - Binaries will be **distributed privately** to validators and node operators. - Source code will be published after the coordinated disclosure window closes. - **Node operators should NOT expect to build this from source before the upgrade.** Use the privately distributed official binary. **This upgrade is state-breaking and mandatory once the on-chain vote passes and the upgrade height is reached.** # **Governance votes** The following items summarize the voting options and what it means for this proposal: YES - You agree that Neutron should be updated with this release. NO - You disagree that Neutron should be updated with this release. NO WITH VETO - A 'NoWithVeto' vote indicates a proposal either (1) is deemed to be spam, i.e., irrelevant to Neutron, (2) disproportionately infringes on minority interests, or (3) violates or encourages violation of the rules of engagement as currently set out by Neutron governance. If the number of 'NoWithVeto' votes is greater than a third of total votes, the proposal is rejected and the deposits are burned. ABSTAIN - You wish to contribute to the quorum but you formally decline to vote either for or against the proposal.
