Noble has announced that USDN (Noble Dollar) is transitioning to maintenance mode and that the USDC-USDN swaps pool on Noble will be closing soon ([Noble announcement, @noble_xyz, July 7 2026](https://x.com/noble_xyz/status/2074478458353430896)). To avoid holding and continuing to accumulate a deprecated stablecoin whose primary redemption venue is being wound down, this proposal (1) withdraws the community pool's USDN balance to the Osmosis Liquidity SubDAO, redeems it for USDC on Noble while the USDC-USDN pool remains open, and returns the resulting USDC to the community pool; and (2) removes USDN from the community-pool taker-fee accumulation whitelist so the pool stops collecting further USDN. ## Background Noble is placing USDN into maintenance mode and closing the USDC-USDN swaps pool on Noble. Once that pool closes, the straightforward 1:1 redemption path from USDN to USDC becomes unavailable, leaving any remaining USDN exposed to a deprecated asset. The Osmosis community pool currently holds USDN that should be converted back to USDC while the redemption window is open. The redemption is a time-sensitive, multistep, cross-chain operation (community pool spend, IBC transfer to Noble, swap/redeem on Noble, IBC return, deposit back to the community pool) that onchain governance cannot execute directly. The Osmosis Liquidity SubDAO (`osmo1rvq5cq2j35k7sqqz49e5e8zezl45fcywcawazh46qnc0g96d0d6sasqsgc`) exists precisely for proposals requiring time-sensitive, multistep, or cross-chain transactions that governance itself cannot perform, so it is the appropriate executor. USDN is also currently one of the whitelisted assets the community pool accumulates from taker fees, added in [Proposal 965 (Community Pool Denom Whitelist Review, passed 2025-08-11)](https://www.mintscan.io/osmosis/proposals/965). Leaving USDN on that whitelist would keep routing taker-fee revenue into a deprecated asset, so it should be removed as part of this wind-down. ## Proposal 1. Spend the full community pool USDN balance (~398 USDN) to the Osmosis Liquidity SubDAO at `osmo1rvq5cq2j35k7sqqz49e5e8zezl45fcywcawazh46qnc0g96d0d6sasqsgc`. 2. Authorise the Liquidity SubDAO to IBC-transfer the USDN to Noble and redeem it for USDC through the USDC-USDN pool (or the equivalent redemption facility) while it remains open. 3. Return the resulting USDC to the Osmosis community pool via community pool deposit, net of unavoidable IBC and swap fees. 4. **Remove USDN from the community-pool taker-fee accumulation whitelist.** Update the whitelist set by [Proposal 965](https://www.mintscan.io/osmosis/proposals/965) to drop `ibc/0C39BD03B5C57A1753A9B73164705871A9B549F1A5226CFD7E39BE7BF73CF8CF` (USDN), retaining the other seven whitelisted denoms.
