The IBC client 07-tendermint-1499 on Osmosis, which tracks bitcanna-1, has expired. This proposal replaces its state with the substitute client 07-tendermint-3761 (identical chain-id, trust level, unbonding period, max clock drift, proof specs and upgrade path) via MsgRecoverClient, restoring transfer/channel-51 BitCanna transfer/channel-1 without new channels or new IBC denoms.
