Recover expired Osmosis light client 07-tendermint-3 on paxi-mainnet using active, compatible substitute 07-tendermint-10. This preserves connection-2 and transfer/channel-0 (counterparty Osmosis channel-107354). On 2026-10-13, packets 232 through 244 were all unreceived on Osmosis and past their timeout, totaling 133512.392142 native PAXI. Recovery enables relayers to submit valid timeout proofs and return those funds to each original Paxi sender. The substitute will be refreshed during voting. This proposal only recovers the Paxi-side client; it does not recover the Osmosis-side client, open a new channel, change token denominations, or redirect funds. Refund transactions occur after recovery using the normal ICS20 timeout rules.
