Coordinated upgrade to v3.2.3 at height 3662051. Enables the second October security batch as protocol features at this height: post-quantum key integrity (no degenerate or reused keys, keyed accounts maintain their key with the hybrid signature, no PQC key messages through authz, an optional proof of possession at registration), scoped EVM windows, an rdk escrow ledger, an atomic cross-VM queue, canonical stake authorization, self-only vesting creation, the light node reward bound stated per month (2,000 QOR per node), a licence authority that governance can replace, and module hardening.
