Proposal 9 released the stranded staker share recorded at v3.2.0. That record had counted unwithdrawn validator commission twice, so part of the stranded balance was left out. The v3.2.3 upgrade recomputed it once at height 3,662,051 with the corrected liability: 3,807,496.785528 QOR in the distribution module backs no delegator or validator claim. This releases it, 3807496785528 uqor, to qor1j96pz82f9yd2sder7udn0gtnul90wyyt7wu38u.
