Coordinated upgrade to v3.2.4 at height 3742566. Enables as protocol features at this height: staking tiers (a bonus on locked delegations of +1.5, +3 or +5 APY points for 3, 6 or 12 months, +2 for running an active light node, +3 on a validator's own self-bond, a 25% net ceiling, early unlock allowed with a 5% penalty that is burned, minimum lock 10 QOR), a target-APY emission mode inside the existing 590M cap (the emission mode itself is changed later by its own governance vote), light node rewards counted from each node's registration, a possession flag for post-quantum keys, proof of possession for bridge validators, and the RDK challenge window measured in block time. Also node-local hardening of the EVM JSON-RPC and state sync. Transaction signing is unchanged.
