Coordinated upgrade to v3.2.2 at height 3556788. Enables the October security batch as protocol features at this height: EIP-7702 delegations need the account's own post-quantum consent, multisig signatures are bounded in block execution, validator admission (licence and 100,000 QOR self-bond) is enforced on every dispatch path including x/group, AMM swaps keep pool integrity, module accounts cannot be squatted through the EVM, pre-EIP-155 EVM transactions are refused, PQC key registration validates the classical key, and the related fixes. Moves the node to Cosmos SDK v0.53.8 and CometBFT v0.38.26. Transaction signing is unchanged.
