Before v3.2.0 the 10% staker share of the fee split reached the distribution module by plain transfer and never entered its reward accounting, so no delegator could ever withdraw it. v3.2.0 fixed the routing and recorded the stranded amount once, at height 2981742. This releases it, 6,693,045.921330 QOR (6693045921330 uqor), to qor1j96pz82f9yd2sder7udn0gtnul90wyyt7wu38u.
