A text proposal. It moves no funds and changes no parameter. A YES adopts one published authority, identified by its hash, under which digital work for this chain may be paid from the community pool, but only hour by hour, and only when a later governance vote accepts those hours. WHAT IT PAYS FOR. Accountable human hours of digital stewardship for Regen: protocol and tooling work, on-chain operations run hard and fast with AI, x/data and registry tooling, validator and RPC stewardship, and coordination infrastructure. AI, agents and compute are recorded as inputs and never multiply hours. One accepted hour is one hour, the unit a VSH credit counts. THE AUTHORITY. Adoption body hash (sha256 of the canonical authority with every parameter below decided): 5fea111040bec7605079627059d1561f59dda8c91c2e7cc7269c89f7f457ca0a It is taken from the published draft with body hash ef0e1448497b6efb177f7c1f65c27418891d40a2495aa093607b21d11d6447fd, parameters decided exactly as listed: - Rate: 5,000 REGEN per accepted hour (5000000000 uregen). - Funding: the community pool (x/protocolpool account regen1purnwdrhg477r0evks8t5ah7c8thvrssaxmfm8), paid only by each passed acceptance proposal's own MsgCommunityPoolSpend, straight to the recipient. No tranche is moved out, nobody holds the money, nothing unspent ever leaves the pool. - Acceptor: a passed Regen governance proposal, at most 1 per 30-day period. Voters may reject any hour by voting the proposal down. - Caps: 10 accepted hours per period for everyone together, 10 per recipient, 10 per work, 50,000 REGEN per period. - In effect: 180 days (6 periods) from the end of this vote. Lifetime ceiling 60 hours, 300,000 REGEN. It lapses unless a new vote renews it. - Changes, renewal, termination: only by a governance proposal naming a new hash. - Recipient: the worker's own address, or regen1jfheyvsah5wqfyawmedme43te056z8gzdnpf3j, the working-group steward's account, which is the only house address a vote under this authority may pay. That account also holds proposal 77's tranche, so each such payment is recorded apart and its proposal says it is not proposal 77 money. HOW AN HOUR GETS PAID. 1) Before starting, the worker signs the authority's offer for a posted digital work, naming the payout address. 2) The worker does the work and publishes the evidence: start and end, hours claimed, what now exists and where to check it, the compute used. 3) The evidence's hash is anchored on Regen x/data before anything is proposed. 4) An acceptance proposal names each work and its hours, the evidence hash and its x/data IRI and this authority's hash, and carries one MsgCommunityPoolSpend for the hours times the rate. 5) Voters accept by passing it. When it passes the chain pays, and VSH credits are issued for exactly those hours, once. FLOORS THE AUTHORITY CANNOT LOWER. No retro pay: work started before the signed offer is refused. Hours accepted never exceed hours claimed, and a claim never exceeds the clock between start and end. One work is accepted once. Nobody else may pay for the same hours. An acceptance over a cap should be voted down; the builder refuses to build one and the verifier refuses to issue VSH for it. WHAT A YES DOES NOT DO. It pays nobody and pre-approves no hours. It does not widen proposal 77, which stays bound to physical stewardship hours. DISCLOSURE. The proposer is the Regen Tokenomics working-group steward, whose account regen1jfheyvsah5wqfyawmedme43te056z8gzdnpf3j is derived from an EcoWealth key. The first hours expected under this authority are the steward's own digital work for this chain, and if the network accepts them they are paid to that same account under the exception above. The account holds no bonded REGEN, so the vote that accepts those hours is the rest of the network's. CONFIRM WITHOUT TRUSTING ME. The last line of this text is the authority exactly as adopted, in canonical form (keys sorted, no whitespace, status and adoption left out); sha256 of that exact line, byte for byte, is the adoption body hash above.
