Software upgrade v0.27.0-combined at height 2044794

Original Proposal Text

Schedules the v0.27.0-combined binary upgrade at height 2044794, replacing the standalone v0.25.0-wasmguard, v0.26.0-evm-bridge, and v0.27.0-exchange-allocation-multisig plans with a single combined halt (one path per chain -- see mainnet-runbook/chain-upgrades.md). Adds the wasmguard, hyperlane, warp, and evmbridge stores and deletes the legacy bridge store. Issues a one-time 75,000,000 SOVR (7.5% of the 1B total supply) dormant exchange-allocation reserve to the reviewed exchange-listing multisig sovr1dlszg2sst9r69my4f84l3mj66zxcf3umcgujys30t84srg95dgvs3gwmpw; the 1B-SOVR supply cap and 50/25/25 settlement split are unaffected. All block-processing nodes (validators, sentries, full nodes) must run the matching post-upgrade image before they commit a post-upgrade block.
