Replaces the unreviewed Cosmos SDK default liveness parameters (100-block window, 50% minimum signed, 1% downtime slash) with the Cosmos Hub values (10000-block window, 5% minimum signed, 0.01% downtime slash). At 6s blocks, a validator is jailed after about 15.8 hours of downtime instead of about 5 minutes. Double-sign slash (5%) and jail duration (600s) do not change.
