Amendment to Delegation Methodology: PoA Inclusion, Celestia Commission Update, and Sunset Validator Exclusion

Signaling proposal amending the delegation methodology standardized in Proposal 272 with four updates: (1) Stride's Proof of Authority validator set is automatically included in the eligible delegation set within the existing 32-validator cap; (2) the Celestia minimum commission threshold is raised from 10% to 20%; (3) validators whose monikers signal closure or inactivity are excluded from the eligible set; (4) uptime and governance criteria apply only on chains with adequate indexer data (SmartStake, the current Osmosis indexer, is winding down its analytics).
