Original Proposal Text
This expedited proposal updates Dora Vota mainnet (vota-ash) governance parameter proposal_cancel_ratio from 0 to 1 (100%). proposal_cancel_dest remains empty, so cancellation charges are burned rather than transferred to an address. All other governance parameters are retained at their queried values. Once effective, cancellation by a proposer during the deposit or voting period burns 100% of all deposits attached to that proposal, including deposits from third parties. This is a chain-wide rule, not a restriction to one account or one proposal. The purpose is to enable a subsequent voluntary DORA burn through proposal cancellation; this parameter-change proposal itself does not burn the intended DORA allocation. The setting has no automatic expiry, and restoring the previous ratio requires a separate governance proposal.
