Software Upgrade v32 (Bakula)

Upgrade xion-mainnet-1 to v32 (codename Bakula, xiond v32.0.0) at block height 24718000, expected around 2026-10-28 13:50 UTC (based on the average block time of 4.137s over the last 10,000 blocks as of 2026-10-23 18:49 UTC). v32 moves XION to Cosmos SDK v0.55, CometBFT v0.40, ibc-go v11 and wasmd v0.70, and adds ML-DSA-65 (FIPS 204) post-quantum signatures for native account keys. The upgrade handler removes the group, nft, circuit and crisis modules, moves the globalfee and jwk params out of x/params into their own modules, migrates IBC channel send sequences to the ibc-go v11 layout and runs the standard module migrations. Breaking for integrators: accounts created after the upgrade get account numbers of 2^63 or more, which needs CosmJS 0.39+ with bigint account numbers; the gov v1beta1 queries, the x/params, group, nft, circuit and crisis endpoints, and SIGN_MODE_TEXTUAL are removed.
